Fostering Collaboration in Policy-making: Incorporating Artificial Intelligence for Rural Tourism Development

This article aims to provide a review of the importance of collaboration in decision-making regarding the use of technology in rural areas based on a literature review. It was found that an integrated regional identity needs to be determined to make good use of local production potential. Apart from that, collaboration between agricultural entrepreneurs must also be encouraged to overcome divisions in several aspects and develop interrelated visions. Furthermore, efforts to establish common quality standards in the rural tourism development sectors to ensure a high-quality offering are strongly recommended. In this case, the role of digital technology is essential in supporting several aspects, such as production, commercialization, and communication, to develop the quality of life in rural areas. However, designing collaboration models involving digital technology elements such as AI needs to be further examined according to rural characteristics.

Introduction

Rural development requires the cooperation and involvement of many parties. In this sense, all stakeholders explain the initiatives at the discourse level and at the implementation of product diversity in rural areas. Each stakeholder must collaborate to achieve the village development goals [1]. These stakeholders range from the community level, industry, and NGOs to the government as decision-makers at the regulatory level. The aim is to increase economic growth by opening new, innovative, and sustainable jobs. Efforts to develop the economy through village development cannot be separated from technological advances. Integrating artificial intelligence technology into the tourism sector has become a concern, such as in rural areas. With AI technology, tourist villages are optimizing “smart tourism” [2] to obtain and analyze tourism data for added value. Rural tourism plays an essential role in rural revitalization efforts through efforts to promote the conservation of the surrounding environment, preservation of cultural heritage, and sustainable economic development. However, rural destinations generally still rely on conventional businesses rather than using AI technology, so information sources are less than optimal. Therefore, Tourism needs to consider aspects of applying technology such as Artificial Intelligence to strengthen rural communities [3].

Recognition of the Priority

The idea of value in an area as a fundamental aspect of rural development is essential to explore. The exploration shows how important it is to know a rural area’s uniqueness and potential advantages. Moreover, technology implementation can be realized through collaboration between all stakeholders [4]. With this recognition, the comprehensive vision and character of the region can be gradually mapped and prioritized. In addition, with effective communication with residents and external parties, a framework for understanding the importance of applying artificial intelligence can be understood and acknowledged by all parties [5]. This paper proposes that awareness of the application of artificial intelligence is essential in implementing practical rural development efforts.

Development of Collaboration among stakeholders

At the development stage of stakeholder collaboration, the author highlights how important it is for internal and external actors to be actively involved in implementing artificial intelligence to overcome challenges in the field [6]. This emphasizes the importance of a participatory process that includes producers and consumers. Apart from that, we cannot ignore the role of associations and the government in creating awareness of the importance of applying artificial intelligence. This collaborative approach plays a vital role in fostering a solid and comprehensive collective identity at all levels for the successful implementation of the AI initiative [7]. The main aim is to increase added value and quality of service in the tourism industry. In this part, the involvement can help create a vision of integrating artificial intelligence and moving towards an intelligent tourist village.

Strengthening Connections and Relationships

At this level, all parties need to consolidate the network. In this corridor, all groups must support each other and be aware of the importance of policymakers in determining the vision, mission, and implementation strategy in a tourist area [8]. In this case, the agreement in emphasizing the importance of strategic planning must be directed towards sustainable tourism goals involving aspects of appropriate technology. Apart from that, tourism also requires a proactive role from all levels of society without prioritizing the interests of their group [9]. Once this is realized, the implementation of regulations needs to be maintained so that it does not deviate from the initial agreed plan. With its focus on these aspects, this article argues that using digital technologies such as artificial intelligence is critical to increasing collaboration and encouraging rural development initiatives.

Resource Consolidation

Another vital aspect is applying technology as a resource in developing tourist villages. This article explains the importance of resource consolidation and its integration in rural area development. This article also emphasizes collaboration between stakeholders in the supply value chain at all levels [10]. Several things that need to be paid attention to are related to heterogeneous production. This article explains that heterogeneous production is a challenge in synchronizing collaboration [11]. With collaboration, building stable and systematic relationships within and across the supply chain becomes the focus to facilitate the creation of shared value and provide benefits for all stakeholders in tourism [12]. In addition, technology such as artificial intelligence is recognized as an essential means of realizing collaboration, increasing productivity, and preserving the environment. Furthermore, cultural barriers to accepting technology must be minimized because mindsets that hinder group interaction will reduce collaboration.

Technology Implementation

This article emphasizes that a collaborative framework between groups is necessary for developing rural areas. In this case, the emphasis is on integrating digital technology to increase community capacity in the tourism industry [13]. Specifically, applying technology such as artificial intelligence is the main component in a framework that includes forming an integrated rural identity to improve the overall quality of local production. On the other hand, the involvement of supply chain actors who utilize technology will overcome development gaps. We can see that developing a village image can be done by maintaining high-quality standards at all product and service levels [14]. By implementing tourism village development, collaboration to increase community capacity can be integrated by utilizing resources and creating value-added products and services. Technology plays a role in disseminating information, increasing community knowledge capacity, implementing marketing aspects, and strengthening stakeholder collaboration [15]. The direction is to build a digital platform as a comprehensive shared communication space by facilitating increased visibility and cooperation to encourage sustainable rural development.

Conclusion

Based on this study, the author found several essential things. The comprehensive application of digital technology in community life can improve rural development. In particular, the collaborative framework introduced in this article emphasizes the importance of using digital technology in an integrated manner to enhance the quality and potential of rural tourism. Several essential aspects that form the framework for policy-making include recognizing priorities, developing collaboration among stakeholders, strengthening connections and relationships, integrating resources, and implementing technology. Therefore, the main conclusion of this study is that by leveraging digital technology and establishing a collaborative framework, rural development can be driven effectively and sustainably. Each aspect emphasizes the importance of using technology such as artificial intelligence to improve the quality of life of communities in tourist village areas while preserving the environment. With a clear identification of the vision and mission for developing tourist villages, each region will recognize its value and potential. Apart from that, the involvement of all stakeholders in the production chain will illustrate collaboration and develop local potential. With the application of technology, it is expected that the quality-of-life standards of the community will increase, thereby maintaining competitiveness and sustainability in the development of the economic and tourism sectors in tourist village areas. Technology will be increasingly valuable if used wisely to increase collaboration between all parties in the supply chain. By realizing this, integrating local resources and technology will create multiple benefits at every level of society. This framework is expected to become one of the foundations for building a rural tourism development platform based on appropriate digital technology and bridging collective comprehensive communication, which ultimately strengthens the quality of networks and achieves smart tourism villages sustainably.
